Description of problem:
Make sure that you have more than 1 environment.
In "Add Permission" page of role, when some verb is selected for "Environment" and then "+ All" is clicked to select all verbs, it shows list of environments in "Next >>" page.

Steps to Reproduce:
1. Create some role.
2. Try to add new permission for Environments.
3. Select some "verb", and then click "+ All" button to select all verbs.
4. Click "Next >>" button. And you will see that list of environments are shown. Which is bug, because if you directly click "+ All" button without selecting any "Verb" and hit "Next >>" it will not show the list of environments..
  
Actual results:
List of environments are shown.
Please see in attached image.

Expected results:
No list of environments should be shown, as all "Verb"s are selected.

Verified on version:  	1.4.2-1.git.333.d2a35bc.el6.

Now for all cases it shows the list of environments.

getting rid of 6.0.0 version since that doesn't exist

This was delivered with 6.0.3, which is the Satellite 6 Beta.
