Modify spec to generate py3 packages

Description of problem:
The latest upstream release of pystache supports python 3. I need to update the spec to generate py3 packages.
This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle.
Changing version to '19'.
(As we did not run this process for some time, it could affect also pre-Fedora 19 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 19 End Of Life. Thank you.)

pystache-0.5.3-1.fc19 has been submitted as an update for Fedora 19.
pystache-0.5.3-2.fc18 has been submitted as an update for Fedora 18.

* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing pystache-0.5.3-1.fc19'
as soon as you are able to.
