Description of problem:

trying to run a stateless vm will fail on CreateAllSnapshotsFromVmCommand  with java.lang.RuntimeException and action is re-run in loop.

Steps to Reproduce:
1. create a stateless vm and run it

Actual results:

cannot run stateless vm and the action is stuck in loop


Expected results:

we should be able to run stateless vm

verified on si24, VM can be started stateless
