How reproducible:


Steps to Reproduce:
1.As admin, launch and ec2 application.
2.create a user "akarol" and  grant "application user" role to this application.
3.login as akarol and navigate to filter view.
4.select the above ec2 application and try stopping it.
  
Actual results:
You must select one or more Instances to stop is displayed.see attached screenshot.

Expected results:
You have insufficient privileges to perform the selected action should be displayed.
