Description of problem:

How reproducible:


Steps to Reproduce:
1.launched a multi-assembly application with three instances(with EC2 provider)  
2.while isntances are in pending state , stopped deltacloud-core service from host. 
3.instances goes to vanished state
4.started the deltacloud-core service again
5.Application goes to "rollback-failed,relaunch terminated state" while all instances are running. 
  
Actual results:


Expected results:
 
Both should be consistant in state and "rollback-failed,relaunch terminated state" was not there before.Not sure what this means.
