Description of problem:
I think it would improve the package selection UI if
Anaconda listed optional package groups of the selected
environment first before global optional packages.

Steps to Reproduce:
1. Goto package selection spoke
2. Select an package environment
3. Look at optional groups list
  
Actual results:
Optional groups listed lexically.

Expected results:
Prefer to see optional groups specific to
the environment listed before others.

We don't have any headers on the right hand side indicating what's global and what's environment-specific, so I think listing them in non-alphabetical order would look odd.  What's the percieved benefit?

Hmm, that's true.

Well I thought that an environment's optional groups
are likely to be more relevant and more likely to be chosen
for the environment so it would make sense to list them first.

* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing anaconda-19.21-1.fc19'
as soon as you are able to.
