Description of problem:

The description currently is:
"This is an utility for all district operations on OpenShift Origin."

I believe "district" is incorrect.   Ideally a little mode explanation could be beneficial.

We're planning to fix this shortly after GA.

There's a lot changing with templates upstream.  We may end up removing this.

I verified that this is being removed from upstream as well.

This will ship with the next 1.1.x puddle.

According to 883527, this command has been removed from OSE, So verified it as PASS.
