I suppose rwho and ruptime don't need to be linked with libsystemd-daemon (whereas for rwhod I see it's intentional).

Thanks for reporting. This was added for sd-notify support, which has been removed after then, but this linkage was forgotten. I'll fix this in F18 and rawhide.

rwho-0.17-47.fc18 has been submitted as an update for Fedora 18.

* was pushed to the Fedora 18 testing repository,
* should be available at your local mirror within two days.
