Description of problem:
Can't decrease width of the side panel


Version-Release number of selected component (if applicable):
midori-0.4.7

Steps to Reproduce:
1. Open midori
2. Open side panel(F9)
3. Try to decrease width

There's a minimal size you cannot resize past but that looks quite large. 

What happens when you go to the divider and drag it smaller?

Nothing( divider cann't move to left(

Is midori maximized or full screen?

I tried to move in maximized and full screen,but it did not move(((

If you start it in english does the divider move?

ie: 

LANG=en_US.UTF8 midori

in a terminal.

So, I think it's related to the size of the labels when it's in russian. ;( 

I'm not sure how it could handle this... would you want to file a bug upstream about it?

I think that developers must remove words and leave only icons. This will be nice for many languages) and locate icons vertically)

I actually don't have labels here, just icons... but I am not sure what setting gets you that. 

I am using tab panel and no tabs.
