4.9 sadly breaks binary compatiblity: http://upstream-tracker.org/versions/clipper.html I contacted the author to take greater care of that in the future. Up until now, saga is the only Fedora package I'm aware of, utilizing it. Some CAD software can use it too, but is still on package review, I think. I'll see what I can do.
New version is in Rawhide now, other builds will follow, as only Saga seems to depend on it so far.
