No pencil Icon

Portlets in Page Editor can't be edited, when they are in Tab Layout Container

Steps to reproduce:
* Log in as root
* Go to Site Editor - Edit Page
* Switch to Containers - Tabs Layout - drag and drop one of the container into the page
* Switch to Applications - drag and drop any portlet into Tab1 -> Portlet can't be edited (The pencil icon missing)
