Description of problem: werken is an old unmaintained library. Velocity should be ported away and just use standard Java interfaces preferably. That's exactly the kind of effort that can have the biggest impact on java land shortterm - get rid of all the legacy luggage!
werken-xpath is really old indeed. The latest release was on ~12 years ago. And it's still beta!
This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'. Michal, since you didn't do that yet I am going to take care of this bug. Currently velocity is the only user of werken-xpath, so we may deprecate it after this bug is resolved.

I believe that this bug is fixed in velocity-1.7-10, which is available in Fedora Rawhide, so I am closing this bug now. The build containing the fix can be found at Koji: http://koji.fedoraproject.org/koji/buildinfo?buildID=467554 This bug was fixed in the next release of Fedora, and is not planned to be fixed in the release it was filed against. If you want this bug to be fixed in updates for Fedora 19, please say so in a comment. Otherwise you can update to the newer release of Fedora to get the fix.
