Description of problem:
when upgrading 3.0 to 3.1 dwh service fails to start

Version-Release number of selected component (if applicable):
3.0/ic158.1
3.1/si24.1 (reports si24)

How reproducible:
always

Steps to Reproduce:
1.install 3.0 + dwh & reports
2.Configure entities and ad hocs reports + tasks
3.remove ipa-server and rpmS (ipa-server-install --uninstall)
4.verify & remove iSCSI Export domain
5.Update repo file (jboss & 3.1 path)
6. Upgrade to 3.1
  
Actual results:
dwh service fails to start

-rhevm upgrade is successful
-running dwh-setup finishes successful And with alex online fix I have history db (Bug 876227)
-Running rhevm-reports-setup - finishes ok


Expected results:
DWHd should start and collect data

This happens due to empty strings being inserted to the dwh config file.
