Description of problem:
when user tries to edit ovirtmgmt network via network tab, everything is grayed out and blue letters say:  "To allow editing the network parameters, detach all Clusters and click Apply" this is misleading in case of management network because user cannot do it, also apply button is active, that might confuse user to think that there is something to apply (see screenshot)

Steps to Reproduce:
1. Networks -> ovirtmgmt -> click edit
  
Actual results:
To allow editing the network parameters, detach all Clusters and click Apply

Expected results:
should be "Cannot edit Management Network when there are Clusters in the Data Center"
