Description of problem:

How reproducible:


Steps to Reproduce:
1. Go to Environments -> New Environment
2. Set Maximum Running Instances to some number and click 'Save'
3. Go to the newly created environment details page and click 'Edit'
  
Actual results:
The Maximum Running Instances is not set. The user input is not saved.

Expected results:
The Maximum Running Instances should show the same number as the user entered it.
