When running this command: gpg2 --keyserver-options debug --refresh-keys The output has this line: gpgkeys: curl version = GnuPG curl-shim It should instead have this line: gpgkeys: curl version = libcurl/7.24.0 NSS/3.13.5.0 zlib/1.2.5 libidn/1.24 libssh2/1.4.1 Turns out that when running --configure for version 2.0.18, it finds that: checking whether libcurl is usable... no This problem disappears for version 2.0.19 and it says: checking whether libcurl is usable... yes I see that gnupg2 has been updated for Fedora 18. Could gnupg2 be updated for older Fedora releases also? This functionality is required for connection to SOCKS proxies, such as when using Tor.
