We are very welcoming people so feel free to chip in[1]! If you believe you could improve maintenance of Lua, I am sure primary maintainers would love some help. The policy is against bundling other projects within your own. I suggest reading [2] for details why this is so. I believe you and I are talking about the same: http://pkgs.fedoraproject.org/cgit/nmap.git/tree/nmap.spec#n97 But this discussion is bit off-topic in bz.
FPC granted exception for lua5.2 bundling, so nmap 6.25 will land in F18 and F19 soon

To prevent confusion: There isn't and there won't be any 6.25+ update on Fedora 17, only on Fedora 18 and Fedora 19, as exception was requested (and granted) for those releases only.
