Some unlocalized messages for creating Users:
Username must contain at least 3 character
Username can't be blank
Username has already been taken
Email can't be blank

Steps to Reproduce:
1. Move cursor over the Administer menu at the top right corner and click on Users.
2. Click the + New User button.
3. Click Save User button.
4. Input the User name and Click Save User button.
5. Input the same User name with an existing user and click Save User button.
6. Input the user name and invalid password, select the user's default organization as ACME_Corporation, Click the Save button to save your changes.
7. Click on the username of the created user from the left USERNAME list panel 
8. Select the Environments subtab and select the user's default organization as ACME_Corporation.
9. Click the Save button to save your changes.
