Description of problem:
in table 'Open Issues with Flags Requested of You' and 'Open Issues with Flags You Have Requested' the column titles 'requestee' and 'requester' should be exchanged on page frontpage.cgi

Steps to Reproduce:
1.login as test and set a flag request of test2.
2.login as test2 and and set a flag request of test.
3.click 'Front Page'.
4.check the column titles of table 'Open Issues with Flags Requested of You' and 'Open Issues with Flags You Have Requested'.

  
Actual results:
'Requestee' in table 'Open Issues with Flags Requested of You' and 'Requester' in table 'Open Issues with Flags You Have Requested'.

Expected results:
'Requester' in table 'Open Issues with Flags Requested of You' and 'Requestee' in table 'Open Issues with Flags You Have Requested'.
