Description of problem:

after a live migration task fails, engine is sending SpmStop and fails.
user will see alert in event log when there is nothing wrong with the pool. 

Invalid status on Data Center iSCSI. Setting status to Non-Responsive.

Steps to Reproduce:
1. run multiple live move disks -> currently this causes some of the tasks to fail

engine sends SpmStop because of a failed task

Expected results:

engine should not send SpmStop for a failed task

verified on sf8 
SpmStop is not sent when live migration fails.
