xine-lib 1.2.2 is out, why not ship it?

It is not a duplicate. Your distro's xine has issues that can easily be resolved by updating xine. From the 'duplicate' thing I learn you suffer from dependency hell. Doesn't that make it time to upgrade other stuff as well? I see it this way: That other bug is for your dependency hell. 'cant fix' is stupid, it just takes wayyy more time than expected. This bug has one specific issue and should be placed on hold if you can't easily upgrade from upstream.
It's not just "dependency hell", it's a mandatory dependency (FFmpeg) which cannot go into Fedora, ergo xine-lib 1.2 cannot go into Fedora either. xine-lib will have to move to RPM Fusion as a whole. Until that happens, we're stuck with 1.1.x (which last I checked was still supported with bug fixes and even some features by upstream; what you want is a new feature, not a bugfix).
Why can't FFmpeg go into Fedora? When will the rpmfusion thing happen? ffmpeg is in rpmfusion so why this bug with delay? What will happen next? When? It is not a new feature, it is already implemented in a more current version. Are we still on gnome 2.x? Are we still on init? No, one found it necessary to 'upgrade'. Same here.
Legal holds can perdure indefinitely, e.g. we've been stuck on TeXLive 2007 for 5 years because a licensing audit took that long to complete (Fedora 18 will now ship TeXLive 2012), and some other software will never be upgraded because the new copyright or patent situation is not acceptable. FFmpeg is not acceptable in Fedora because it includes many patent-encumbered codecs and its monolithic structure does not allow building only the codecs we can ship in a reasonable way (and shipping the rest in RPM Fusion, which is how GStreamer and xine-lib 1.1 are packaged). In this case, it takes somebody to do the work to package the new version, run it through RPM Fusion review, then get all the software using xine-lib into RPM Fusion as well (and RPM Fusion admins have signaled they'd like everything to go through the regular review process even though it's being moved from Fedora), then retire it in Fedora.
A newer xine-lib has been out for a while, see bug 771197. Someone decided against `doign the work`. I simply asked to do the work in this bug. ffmpeg is already in rpmfusion, so what is the deal that needs to be done? Where do I need to go first? Can I simply refer to this bug?

We know the work that needs to be done. Basically, it boils down to the fact that I'm about the only one who cares about xine-lib at all (and only because of Kaffeine, which means that once Kaffeine does a new release with the libvlc stuff, I'll probably stop caring about xine-lib; FWIW, Kaffeine will have to move to RPM Fusion either way because VLC is also in RPM Fusion) and 1.2 doesn't have top priority for me, sorry. There's 1 or 2 other packagers interested in principle in xine-lib, but also too busy to take care of the move to RPM Fusion.

Oh, and please note that major packaging changes are needed: the xine-lib-extras-freeworld split no longer makes any sense when the main package also depends on FFmpeg, so everything needs to be merged into one package, which should also allow simplifying the specfile a lot. And of course, upstream dependency changes may also require specfile adjustments. So it's not just a matter of dropping in the new tarball as for the average new upstream release.
The xine people I got response from in the xine IRC channel think it is not their problem. This could mean that we are stuck with an outdated xine due to redhat strategy mistakes. How do we get out of this?
