Could you please specify texlive version in your Fedora?
I discovered this bug when building mgetty package for F18, thus version of texlive is whatever you have in F18. Now, I'm still able to reproduce it in Rawhide, with texlive-1:2012-11.20130102_r28692.fc19.x86_64.
It should be fixed in rawhide for now. F18 updates are to come.
Thank you for your cooperation, it is really appreciated.
