Well, I don't know what is the actual reason causing this. The message in translation file is just "發行備註". Maybe there is something wrong with conversion from translation file to document? zh_CN seems to have the same problem too.
I think that this is not a issue related to localization, but the fedora-release-notes package or the process of changing the translation into document.
Does it still happen on F20?
The translation work is not continued for zh_TW because lack of menpower. As a result, what f20 delivers is "Release Notes" as it is in zh_TW locale. So, I think that the issue should be "it works for me" and be reopened again as it happened again in future.
