Description of problem:
Although I set keyboaard layout "de" as the default keymap the root password was input with "us" layout. After installation german keyboard layout was activated by default.

Installer of 18 beta

How reproducible:
Everytime

Steps to Reproduce:
1. Start to install Fedora 18 (x86_64) DVD
2. Select another keyboard layout (I left us layout as second choice)
3. Enter a root password with ambigous keys (e.g. z and y are swapped between "de" and "us"
4. Finish install and try to login with root
  
Actual results:
Password is not accepted, have to change keymap to "us" to get into.


Expected results:
Password should have been input with german key map.
