Currently the Watchdog.by_status('active') will return multi host recipes as active if their sibling has an active watchdog (even if they themselves do not).

Verified using a two-recipe recipeset, with manual power control for one system. Verified that when the recipes started, the system with power control started its watchdog monitor after it was rebooted but the system with manual power did not.
