RHEL Engineering is moving the tracking of its product development work on RHEL 6 through RHEL 9 to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Cman-based cluster uses XML format to capture configuration, and XML
uses UTF-8 natively (parsers are required to handle it).

However, ccs is choking when it receives the XML configuration with
characters outside ASCII range.

My trial-and-error modifications to make ccs accept such cases can
be found at ccs-support-utf-8 branch [1], altough I expect this is
an overestimation of what is really needed and some cases may not
be covered.

NB: in paralel, luci is supposed to cope well with existing non-ASCII
    configuration as of 6.4 release [bug 807344] and this is to be
    further improved by allowing non-ASCII in the other direction
    as part of [bug 880358].  Other parts of the cluster stack seems
    to cope with UTF-8 well already.
