The inhibitor is only for systemd >= 195, I have commited a patch with a fix for this situation 8 days ago, apparently Dan cancelled[1] the build on Koji. Dan: rebuild mate-power-manager-1.5.1-4.fc17 and push it; this is fixed by the patch I've submitted[2].
