spice options "header" in vnc-based VM console options none

Description of problem:

In User Portal (extended view) VM -> 'Console Options' popup window shows 'SPICE options' even VM's console protocol is VNC. The specific SPICE options list is not visible but still there's this "header". It looks it is related to "state" of VM inside UP, when it has gray buttons for 'console' and '...' I can reproduce, when it has blue buttons for 'console' and '...'.

How reproducible:
100% when VM is started in UP for first time = it has still 'console' and '...' buttons gray before its first start.

Steps to Reproduce:
1. A VM with VNC as console protocol
2. Start VM
3. In UP get 'Console Options' popup (button with '...' next to 'console' button.
  
Actual results:

Spice Options "header" in Console options popup window for VNC-based VM.

Expected results:

Spice related text should not be visible at all in VNC-based VM.

Clarification:
* have a VM down in Admin portal
* change console to vnc in Admin portal
* assign this VM with UserVmManager roel to an user which has never had this VM before
* login to UP as this user
* the VM should have 'console' and next button grey in the VM's list (extended view)
* start the VM
* while it is starting, refresh, to get 'console' and next button blue (do it asap, means before the VM is fully up)
* while it is still starting, click '...' button to see console options, there should be 'SPICE Options' text visible
