Description of problem:
2nd keyboard layout disappears after restart.

Version-Release number of selected component (if applicable):
Fedora 17 xfce4-xkb-plugin-0.5.4.3-2.fc17.x86_64

How reproducible:


Steps to Reproduce:
1. add a 2nd keyboard layout. I add Hungary standard.
2.restart the computer or hibernate for long time (min 1-3 hours).
the issue doesn't appear if I hibernate the machine just few seconds.

Actual results:
The panel's plugin forgets the settings.
/home/USERNAME/.config/xfce4/panel/xkb-plugin-21.rc includes these:
display_type=0
display_textsize=1
group_policy=0
default_group=0
never_modify_config=false
model=pc105
layouts=gb,hu
variants=,standard
toggle_option=grp:lalt_lshift_toggle
compose_key_position=



Expected results:
The panel's plugin 'remembers' the settings.

the issue isn't exist every restart. I tried restart and shutdown/start
but the issue didn't appear. I'm trying to find out what is the root problem.

This issue appears after every logout/login. It looks like, the panel doesn't read the conf files.

after hibernate when I login through the screensaver the issue appears again.
