Navigation priority not updated on import or restart (when override is set)

How reproducible:
Everytime

Steps to Reproduce:
1. Change override to true in gatein.ear/portal.war/WEB-INF/conf/portal/portal-configuration.xml
2. Update navigation priority to 7 in gatein.ear/portal.war/WEB-INF/conf/portal/portal/classic/navigation.xml
3. Log in to portal as admin
4. Go to http://localhost:8080/portal/rest/managed-components/mop/portalsites/classic/navigation.xml
  
Actual results:
Navigation priority is still 1

Expected results:
Navigation priority should be 7
