How reproducible:

100%


Steps to Reproduce:
===================
1. Use packstack to install openstack. the instillation must be distributed (multiple nodes) - See the answer file I used attached.
2. Log into horizon.
3. Load an image to glance.
4. start an instance.

 
Actual results:
===============
Instances fail to start with an error.

Additional Info:

Setting all nodes with the same NTP solved the problem.

Verified With: openstack-packstack-2012.2.2-0.8.dev346.el6ost.noarch

Configured NTP IP in the answers file:

CONFIG_NTP_SERVERS=<IP>


# ntpq -p
     remote           refid      st t when poll reach   delay   offset  jitter

Nevertheless, Please take the scenario in Bug #905842 into account.
