Description of problem:
There is no note about some exception of applying password restrictions for root user. Particulary difok is not applied to root user but man page does not say it so.

There is the sentence:

"Note that root is not asked for an old password so the checks that compare the old and new password are not performed."

in the description of enforce_for_root option. I think adding additional text to each option that compares new password to old password is quite unnecessary and not worth respinning the package again. Also the behavior of password changing for root is quite self-explaining - you can hardly compare the new password against the old one when the root is not asked for old one.

I agree that this is not worth of respin but it is still a bit confusing as the reader need to read all document to get it. But I can live it that.
