Description of problem: See https://openshift.redhat.com/community/node/add/knowledge-base or https://openshift.redhat.com/community/node/72/edit The only field that is showing up is the "Title" field. I can't access the fields: - Code - Applies To - Issue - Resolution

Fixed in production, backported to devenv in https://github.com/openshift/li/pull/741
Users who were admins but not moderators could not create or edit KB articles.
Tested this issue on devenv_2644, the codes have been merged to this devenv, and I can create a knowledge base with admin account successfully. The create page shows as my attachment.
