Description of problem:
Webui: Olson name for 'Australia (Western)' time zone is *incorrectly*
set to 'Asia/Hong_Kong'.

This needs to be corrected to 'Australia/Hong Kong'.

Version-Release number of selected component (if applicable):
Spacewalk 1.8

How reproducible:

Steps to Reproduce:

1. Change timezone to  Western Australia (GMT +0800)
2. Overview >>  Locale Preferences > Display all times , all times are displayed as HKT (Hong Kong Time)
3. We can see it by click on systems > any system profile > System Events > checkin time/Registered etc.
Actual results:
Incorrect olson name for 'Australia (Western)'.

Expected results:
Correct olson name for 'Australia (Western)'.
