Description of problem:

This may be some deliberate design choice; if so, it needs clarification.

Go to the public site for a content section. 
The Upper Right hand buttons for Help, My Portal, and Sign Out do not have this
text; only he icons appear.
All of the icons are linked back to the public site top page.

There is no longer a upper left breadcrumb trail back to Content Center.

Fixed in perforce change 29986.

I resolved it by making the navbar show only for admin pages, which was the
intention all along anyway.
