Description of problem: The sendmail-devel package requires the sendmail package. sendmail-devel contains the header files for Libmilter, the symbolic link libmilter.so, and the documentation for Libmilter. I see no reason why this package would need the Sendmail daemon to be installed. It should require only sendmail-milter. It would even make more sense to call the package sendmail-milter-devel.
