And what exactly is this supposed to improve?
Well it's a more general setup, which will set _smp_mflags appropriately if rpm is run under taskset etc.
Rule number one when describing patches: what it changes is typically obvious from the patch itself, the *rationale* for the change is what's far more important. In this case that'd be something like: Use nproc if available to make %_smp_mflags honor per-process CPU affinity. With the why-part explained this does make sense to me, on first sight it did not. Will apply, but more likely I'll put this in rpm upstream and remove the pointless duplication of that macro from redhat-rpm-config.
This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'.
