Bug 584783 provides a time series view of recipe states, for measuring congestion and demand.

However some commenters also requested a breakdown by user so that individuals using lots of resources could be pinged at times of high demand (comments 9 and 10). In the Beaker 0.11 PRD those became FR-3:

    List of users ordered by number of recipes with the /distribution/reservesys 
    task in running state (including summary over time).

and FR-4:

    List of users ordered by number of currently running/queued recipes.

but these were not part of the solution for bug 584783, hence this cloned bug.
