Description of problem:
Incorrect number format for MTU and VLAN tag on Network Tab -> subtab General
Number should not contain comma as a separator
(see screenshot)

Version-Release number of selected component (if applicable):
oVirt Engine Version: 3.2.0-2.el6ev 

How reproducible:
100%

Steps to Reproduce:
1. Networks -> New -> create network with MTU 1800 and VLAN tag 1722
2. Select new network -> look at subtab general
  
Actual results:
VLAN tag: 1,722
MTU: 1,800

Expected results:
VLAN tag: 1722
MTU: 1800
