Description of problem: I upgraded from Fedora 17 to 18 via FedUp. My default language is German - in Fedora 18 I found some German packages missing. That's why I tried system-config-language - and selected English because it was the only option. That made things worse. Now Firefox and co. are in English. More annoying: At each relogin my keyboard layout is set back to English. I have the problem on two systems, one running with KDE and the other running with LXDE.

That update shows the other languages again. But it looks still buggy. When I select an other language, I'm not prompted to install the missing language packages. Instead I see a notification-window popping up and disappearing before I can see any text in it. After that, I'm asked in a new messagebox whether I want to use the language even if its support is not completly installed.
That is a complete different issue and not related to this bug fix. You can see similar bug what you reported in bug 830563.
system-config-language-1.3.5-19.fc18 has been pushed to the Fedora 18 stable repository. If problems still persist, please make note of it in this bug report.
