/etc/default should not be owned by shadow-utils

$ rpm -qf /etc/default/
I think this should belong to glibc-common, since that's a package required by shadow-utils.
shadow-utils-188.8.131.52-2.fc18 has been submitted as an update for Fedora 18.
* should fix your issue,
* was pushed to the Fedora 18 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing shadow-utils-184.108.40.206-2.fc18'
as soon as you are able to.
