Support for IPv6 floating IP addresses

One of the main blockers for ipv6 in RHOS is lack of support in dnsmasq support for ipv6 in RHEL 6 version of dnsmasq.  I think ipv6 can really only be done when we move to RHEL 7 as a base.

I'm removing the 4.0.z flag on this bug, since I don't think this can be addressed until the RHEL 7/RHOS 5 (Icehouse) combination.
