Description of problem:
After update of quota in specific scenario, getting sufficient cluster resources.

sf3

How reproducible:
always

Steps to Reproduce:
1. Create quota[limit: RAM - 512MB]
2. Create vm with 512MB RAM.
3. Update RAM of vm to 1024MB.
4. Run vm. [Got no sufficient cluster resources].
5. Update RAM of vm to < 512MB.
6. Run vm.
  
Actual results:
Got no sufficient cluster resources

Expected results:
Vm should run.

I used no audit mode and still the engine reported that 

"Cluster-Quota qqqq limit exceeded and operation was blocked. Utilization: mem:0%, Requested: mem:200% - Please select a different quota or contact your administrator to extend the quota."

This may be a minor bug, the operation is not blocked when in Audit mode.
