Reports should be able to be installed from scratch on an upgraded system

Description of problem: Reports upgrade flag is always present after 3.0 -> 3.1 upgrade. This prevents installing reports from scratch in upgraded system.

David Target releases are different.
Can u please describe those releases in order for me to verify this bug

What needs to be tested is what is in the title - that reports can be installed from scratch. Sequence: Take a 3.1 system without reports installed Upgrade to 3.2 Now install reports. This sequence should work.
Failed, 3.1/si27.3 -- 3.2/sf9 To which version is this bug fixed ? its very easy to write one simple field in the BZ - Fixed in Version Since there is a known issue with upgrade in SF9 I will test on SF8
Fixed, 3.1/si27.3 - 3.2/sf8 dwh & reports Installs successfully dwh & reports setup runs correctly & creates DBs Ok Dashboards & Reports Ok Services and logs are ok
