Description of problem:

The '--rcfile' cmdline option is ignored when there is a previous '--define'.

rpm-4.2-0.69


How reproducible:

100%


Steps to Reproduce:
0. rm -f a
1. rpm --define='foo bar' --rcfile=a
2. rpm --rcfile=a --define='foo bar'

    
Actual results:

no message at 1.

'error: Unable to open a for reading: No such file or directory.' at 2.


Expected results:

errormessages at 1 also

Yup, adding --define triggers rcfile reading, --rcfile
not yet processed, when processed it's too late to matter.

Put --rcfile first.
