The EWS_HOME/httpd/sbin/apachectl binary is zero length on the RHEL 4 and RHEL5 i386 and x86_64 zip distributions available in the Customer Service Portal.

The fix, as implemented in httpd22-2.2.10-20.1.ep5.el4 and httpd-2.2.10-8.ep5.el5 isn't correct and will resulted in busted apachectl files being written for the RPM distributions (but correct for zip distribution.)  Attaching a patch against the spec file (for httpd-2.2.10-8.elp-el5 but the change is the same for httpd22.)
