There is a testsuite which checks for issues with translations. It lists translations which are equal to the English version, are a superstring of the English version, or contain "TRANSLATE ME". This is the report from 1.4.2.Final tag (EAP 6.0.1.ER4):

it says that there are currently more than 60 incidents (some are false alarms, because translation being a superstring of the English version is not always a wrong one)

the pull would need to done by me. it requires some tweaking of the translation bundles to successfully integrate them with the console build.

This is not fixed for sure. Some messages were translated correctly, however other were broken. Quite a lot of strings still contain "TRANSLATE ME", have translated string chained together with English version or the translation is only partial.

There is still a lot of missing / not translated entries - actually more then it was for 6.1.1. 

RBAC stuff was added to console in 6.2.0 and none of added messages is transalated - BZ1013639

EAP 6.4.0.ER3 / HAL 2.5.5.Final-redhat-1 console translation report

Translation is much better in EAP 6.4.0.ER3/HAL 2.5.5.Final-redhat-1 but it is not complete yet. 
Just open Management Console, change locale to lets say 'de' using Settings link in bottom right corner and check console text. 
I'm attaching report file with strings which seem to not be translated in HAL sources.

A little side-note, the reason this had blocker+ set on 11 Feb was to be able to merge the improvements for ER3. I don't think this should block the release

The current translations are provided by https://translate.jboss.org, a community driven, voluntary effort. As such we cannot expect the the translation to be complete and aligned with the product roadmaps. If this is desired, then we would need to assign dedicated resources to task of translating the i18n resources for the UI. With this in mind, I would agree with Kabir that we should not treat this issue as a blocker, unless we assign further resources to do the translations.

As a side note: It would easier to track progress on this particular issue, if we would create new issues for further work on the translations. Reopening it with every release, doesn't correclty reflect the state of things.
