Description of problem:
Empathy 3.6 is missing a menu and thus several options that were easily accessible in former versions are hard to reach or not accessible at all.

One example is adding chat accounts. On the first start of Empathy, it offers a button on the contact list to add accounts. On subsequent starts, this button is gone and there is no obvious way to add chat accounts (Gnome Online Accounts does not work for Jabber/ICQ/GTalk/IRC/...) except to start empathy-accounts from a terminal.

Another example is hiding offline contacts. Used to be an option, but is now completely gone, making it almost impossible to get an overview over which contact is online without scrolling through dozens of offline contacts.

Steps to Reproduce:
1. Open Empathy for the first time.
2. Add a chat account with the button on the contact list.
3. Close empathy and start it again.
4. No way to add a new chat account
  
Actual results:
Adding chat results is only possible via commandline (empathy-accounts).

Expected results:
There is a way to start empathy-accounts from the GUI.

The menu is still there, it is just that it has moved into the top bar in the GNOME Shell. Left click on the Empathy icon next to Activities when you have Empathy in focus. More information in the bug I am marking this as a duplicate of.
