Description of problem:

packstack should support more then one nova-network service installation.
For each nova-compute host, We should be able to install nova-network service.

Please note that in a multi nova-network topology:

1. nova-metadata-api service should be taken under consideration (should be installed in each nova-compute + nova-network node)
2. In nova.conf , the flag multi_host should be set to True.

This is a setup that may be covered by quantum in the future, marking it as a enhancement for now, but if quantum support is added soon then it may be dropped.

Quantum support is being implemented. This use case is not needed.
