Description of problem:

when I edit the DC to enforce or audit quota we have a new quota sub tab. 
it takes too long for the new tab to be added and if I edit the Quota to be disabled it not only takes a long time for the quota tab to disappear but I can actually perform actions like add new quota, edit quota and delete it when the tab disappears.

Steps to Reproduce:
1. edit a DC
2. change the quota to enforce
3. when the quota sub tab appears edit the DC again -> change quota to disabled
4. create a new quota from the sub tab, edit the quota, remove the quota. 
  
Actual results:

it takes too long for the tab to appear
when we edit the DC to disabled we are able to send commands to quota even after the tab disappeared. 

Expected results:

1. tab appear faster
2. we should not be able to send commands for quota after the tab disappears.

just a thought - a disabled quota doesn't mean we don't allow to define quotas actually (REST API allows it).

Dafna,
disabling a quota does not mean you're unable to manage quota allocation.
Note that Quota main tab visibility is determined only by your tree selection and not DC's quota state. So when you stand on a DC in the tree, you should be able to see it, and only a refresh moving your selection to system level will cause the main quota tab to disappear.

Can you please specify what was the selection in the tree?

the quota sub-tab appears when we edit the DC to audit/enforce even if we do not select the DC in the tree. 

even if the tree is on system -> go to DC -> edit -> change to enforce -> the sun tab appears. edit DC -> change to disabled -> sub-tab disappears after 10-20 seconds.

Dafna, on sf4 the bug is unreproducible. In the 5 time I've changed the mode to audit/enforce and back to disabled it took about 4 sec to refresh. Please make sure that the refresh manager (top right corner of the DC list) was not set to 30 sec.
